SUPPORT LETTER TO PARTIDO VERDE DE MÉXICO (PVEM)
( Milwaukee, E.U., June 27 2004)

C. Fernando Ojesto Martínez
President of the Electoral Court of the Judicial
Power of the Federation México.

It is regrettable the prolonged and antidemocratic pursuit that has suffered the Ecologist Green Party of Mexico (PVEM), since it´s firm and justified breaking with the government of Vicente Fox.

Recent evidence of this is the improper and out of proportion fine imposed to the greens by an amount of 98 million pesos, even although the tribunal recognize that the Green Party had not committed any electoral crimes, nevertheless , the tribunal that you preside endorsed part of the sanction that only correspond to the party in the government, which was declare guilty of the illegal financial operations during the political campaign that took President Fox to the power.

Besides making the Green Party pay a fine that didn´t correspond to them, under the argument that they should have keep an eye of their allies when not even the Electoral Federal Institute (IFE) noticed the secret financial operations, the Electoral Court made
a radical cut in the payment period forcing the Green Party to pay all the fine in only 7 months when the original period was of 36 months, a situation that leaves the Green Party without financial resources in a critical election season.

It is because of this that members of the international green community express our deep
concern for the controversial behavior of the Electoral Court of the Judicial Power of the Federation (TEPJF), which reinforces the thesis that the Green Party has presented in relation to the orchestrated maneuvers from the Fox administration, in order to debilitate
it´s structure and to allow that other peoples forces, take over the political institute.

We are also concerned that the controversial decisions of the Electoral Court, in relation to the unjustified fine, could precede a new antidemocratic resolution in regards to the internal statutes of the Green Party that were recently reformed and approved by the IFE, issue that from since origins has been marked as partial because you distinguished the Green Party,
which has been seen as a deliberated and incorrect interference in the internal life of the political institute.

Because of all previous happenings, we solicit that the Electoral Court that you preside, make its decisions in accordance with the law and that your resolutions contain the value of transparency, reason for which we believed in a public explanation of your actions, is necessary in order to explain the criteria that made you set the fine to the Greens, and the radical shortening of them to pay it, an issue that reveals an absolute lack of consideration for the workers of the PVEM.
