The Green representatives of the countries of Argentina, Brazil,
Venezuela and Mexico, participants in the First Green Inter-Parliamentary Reunion of the Americas, celebrated in Mexico City, Federal District, 15 and 16 of August 2007, in the Legislative Enclosure of the Legislative Assembly of the Federal District, we
subscribed the following declaratory:
ANTECEDENTS
We, the Greens of the Americas have adopted the political channels to advance in the solution of the environmental problems, working within the legislative and executive branches, in order to establish public policies that contribute to mitigate the ecological imbalance. Our work represents a committed answer to the challenge that implies the recuperation of a much deteriorated environment, tat puts at risk the viability of the sustainable development of our nations.
The governments, in the administrative level as well as in the legislative branch, face the urgent task of designing strategies that
allow us to fight in an effective way the devastation of the jungles and forests. These strategies need to be accompanied by parallel actions to clean and protect the water reserves and the soil; as well as programs destined to the conservation of the biodiversity.
The depredatory action of humanity, accelerated in the 20th Century by the production- consumption paradigms, has put in risk their own survival. The consequences of the environmental deterioration surpass the borders and therefore they must be faced in a collective way, which is why today it is indispensable to create spaces of continuous
interaction between the Green legislators of America. This joint efforts will allow us to make more efficient the interchange of legislative initiatives that accompanied by information on its implementation as government actions, will allow us to advance faster in the solution of the urgent environmental problems.
OBJECTIVES
Create a basic, common, environmental legislative agenda for the Parliaments, Congresses and Town halls of America.
Reach agreements on aid and exchanging of information in legislative matters.
Establish mechanisms for the maintenance of formal and continuous contacts between the Green legislators of the Americas.
Interchange information on actions of government destined to the solution of social and environmental problems of the Continent.
Establish mechanisms for the maintenance of formal and continuous contacts between the Green legislators of the Americas and the rest of the Green legislators of the World.
Reinforce the dynamics of multilateral relations between the Greens of the Americas.
AGREEMENTS
FIRST.
Unanimously, the Green representatives of Argentina, Brazil, Mexico and Venezuela agreed to respectfully request that the President of the Republic of Colombia, Alvaro Uribe, goes on with the humanitarian agreement that would allow the liberation of the ex-senator and presidential candidate of the Oxygen Green Party, Ingrid Betancourt, who was kidnapped by the FARCS on February 23 of 2002.
SECOND.
Unanimously, the Green representatives participating in this First Inter-Parliamentary Reunion of the Americas, agreed to start working in the creation of a basic, common, Legislative Environmental Agenda for the Parliaments, Congresses and Town Halls of the Americas.
THIRD.
Unanimously, the Green representatives of America, we have decided to promote the organization of the next Inter-Parliamentary Green Global Meeting, who will include the members of the Parliaments, Congresses and Town Halls of the Federations of the Green Parties of Europe, Pacific-Asia, Africa and of the Americas.
MANIFESTO
We, the representatives of the nations participating in this Inter-Parliamentary Reunion of the Americas, deeply regret the deplorable facts occurred in the Republic of Peru due to the devastating earthquake that affected its territory on the 15 of August, causing the loss of countless human lives. From this forum we show our fraternal solidarity with all the Peruvian people.
COMMITMENTS
I. To promote legislative reforms that allow our nations to live in a environment that is suitable for their development and well-being.
II. Legislate in order to have an environmental education in our school systems and to promote within the people the respect for the
environment, by means of programs destined to create conscience on the necessity for a harmonic relation between the humanity and the nature.
III. Legislate for the effective protection and conservation of the forests, jungles and mangrove swamps, discouraging the illegal cutting of trees by imposing severe sanctions according to the ecological crime committed against humanity.
IV Modify the corresponding legal rules to contain the irrational constructions led by the disproportionate urban growth, preventing and reverting the invasion of green and reserved ecological zones by the realization of actions and the imposition of severe sanctions to the promoters of the invasions in ecological areas, as well as to the civil employees that are implicated in this crimes.
V. To tie the actions of legislators and governments, destined to the reorganizing of the residence areas in order to promote cities that are environmentally friendly for the population, by having more green areas, systems to treat water, a better public transportation so to discourage the use of particular vehicles and to promote the use of friendly technologies with the environment.
VI. To tie the actions of legislators and governments in the matter of handling and disposing of waste, to make a reality the separation of garbage and the recycling of residues; as well as the final disposition in facilities that have the adequate technology in the case of dangerous residues and non-recyclable ones.
VII. To built a legal environmental body that takes into account the fundamental factors of the social and economical reality of the population whose lives are impacted by the environmental problems that origin to the legislation, as well as the problems created by the implementation of the legislation destined to remedy those problems.
VIII. To legislate and to promote in the Federal and Local branches of government, of each one of our countries, the rational use of the automotive vehicles by means of programs that stimulate their responsible shared use; in parallel with the creation of rules that promotes the use of ecological vehicles, beginning with the public transportation system.
IX To declare permanent this First Green Inter-Parliamentary Reunion of the Americas, so to maintain a continuous work in relation to the acquired commitments; carrying out Inter-Parliamentary meetings at least two times each year, in order to share the legislative advances made by each one of the participating countries.
X. Finally, the delegates of the countries in this reunion agree to keep in communication through a network, in order to continue sharing information, strategies, experiences and technological know-how that will allow us to reach solutions in order to preserve the environment.
Being the fifteen hours, of the sixteen day of August 2007, the present Proposal, in 4 folios and 4 copies, is being signed by the representatives of Argentina, Brazil, Mexico and Venezuela, participants in the First Green Inter-Parliamentary Reunion of the Americas.
