THE FEDERAL GROUP OF THE GREEN PARTY OF BRAZIL
The strong drought
that has reached the Amazon region, brought extremely adverse conditions
for the survival of the local population because of the lowest levels
of the great rivers, lakes and fertile valleys, registered in the
last 60 years.
The vision is depressing: aground boats and millions of dead fish
in decomposition state consolidate a panorama of isolation and hunger
for more than 30 thousand families affected also with possible contamination
of the most diverse types of diseases.
The moment, compels to a reflection and an untiring search of the
causes that had led to this degrading situation.
Researchers of the SIPAM, the INPE, the USP and ONGs, connect the
problem to the heating of waters of the North Atlantic, as a consequence
of the
global heating and in conjunction with the increase of the deforestation
and the forest fires.
As well as the forest fires and the deforestation contribute to the
gases of the greenhouse effect, the aggression that the Amazonian
region suffers today is not only limited to the destruction provoked
internally. The region is being a victim of a process of global heating,
that discloses the responsibilities shared between Brazil and the
world.
With the increase of the rate of deforestation and forest fires, we
have the formation of a vicious circle, at a time that the degradation
devastates the Brazilian Amazon region, with the growth in the reduction
of the formation of the cloud rains in the region, becoming the droughts
in the forests that, in turn, are each time more susceptible to the
increased overheating and, consequently, contributing to the global
heating.
Thus, independently of the progress in governmental actions in the
region, as they were structured for the emergencies to attend the
affected populations, the Green Party by means of its National Executive
and its Group of benches in the House of representatives, has proposed
to the Nation to consider the effectiveness of a great scientific
effort, of this phenomenon. In order to control its harmful effect
provoked by the irrational use of the environmental resources.
At last, we appeal to the Federal Government, in attention, also,
to the Principle of Precaution, that decrees the prohibition of the
exploitation of the forest resources in the Amazonian region, by means
of flat cut (corte raso), until the results of this related scientific
effort are presented and the techniques' solutions adjusted to the
sustainable development have been adopted.
